Hundreds of web proxies exist, just switch to a new one and you are ready to visit the banned site again.
The only thing that might happen is that the admin is banning the web proxy as well, but this is not a big deal either. The admin of the network won't see the sites that you connect to in the log, as only the connection to the proxy server is listed here. A web proxy on the other hand sits between the network you are using and the Internet websites you want to open which means that the network's firewall and other security programs only know that you are connected to the proxy but not that you use it to access other sites. A network bans a website either by its IP, its name, part of its name or based on keywords that a site contains.
